Fog lights set in and not flush with bumper

Bought my 17 plate first edition and have noticed that the fog lights are not sitting flush with bumper. Looking at the bumper at eye level it looks ok but whenever you are walking past or at an angle there is a noticeable gap. I notice another couple of lr5 the same recently. How do I access so I can investigate if they can be pushed out for my OCD mind. Thanks
